UI/Explorer: Proposals aren't listed on the mobile version

When going to https://explorer.functionx.io/, Proposals section isn’t listed on the mobile or desktop version of the Explorer site (under top-right icon with 3 lines).

Problem still exists as of today.

And when following proposal link directly from mobile (in Chrome browser), it gets redirected back to the home page after few seconds.

Also, proposal page needs some styling.
